Do the tattoos work like that? I thought they summoned the Death-Eaters to him.

(I've only read the books once, so I'm not very confident in my "Harry Potter" lore)

I think they're basically a communication thing. In the fourth book, he sent a message through them that he was back, and most of the Death Eaters came - they weren't summoned automatically, because some chose not to go. But in the last book, the Malfoys are talking like the tattoo would summon Voldy automatically - although I guess that might just be because they'd be sending him the message, "We've got Harry Potter."

Yeah, I'm pretty sure it's just communication, not summoning. BUT TOTALLY EXCUSABLE IN THE NAME OF HILARITY
